[He dissolves in to tears again.]

NYOO HOO HOOOOOOOO! MY POOR FRIENDS! THEY FOUGHT SO BRAVELY! THEIR DETERMINATION TO WIN WAS CLEARLY MUCH MORE THAN FALKNER'S BUT STILL!

[He sobs more, the healing jingle can just barely be heard behind them. Suddenly! He's tackled by his Shinx and Litleo!]

MY FWIENDS!!!!! YOU'RE NOT DUUUUUUST! [Annnnd, cue the tearful reunion. Papyrus hugs his partners tightly!] I'M SHO HAPPEHHHHHHHHHH!!!!!!

Turn to dust? As far as I know, even legendaries do not possess such power. A strong Fire-type attack could burn their hair to cinders, but little more than that.
